A google search on "A. BATES" countermark coin yielded
the same countermark on an 1834 large cent (vs. yours which is 1830), listed as Brunk B-389.
It also yielded the large online list of known countermarks from Brunk's index. exonumia.com/art/cma.htm
I don't see "CLIFTON ORRR" on this list.
Nor "JHH".
JHH looks like a silversmith hallmark, so you could check the silversmith lists.
