They're submission discount multipliers. While a new member with one star doesn't get a discount, when they get 2 stars, that discount will double. At 3 it triples, and so on.
Stars are just part of the equation. You need 1000 points for 5 stars. But I also look at badges, post count and number of years that a member has been here. If you rank high in all of these areas, then I think that you should be considered a respected and knowledgeable member.
