Fancy Serial?

Hi can numbers 0000444 and 0000432 be considered as fancy serials?

I have two sets (10, 20, 50, 100, 200 dollars) Namibian banknotes with the same serial number, different prefix

    Although I don't do much with non-U.S. notes,yes,the serial numbers 444 and 432 are considered fancy(the 444 is the better of the 2) and usually do bring a (small) premium over otherwise normal serial numbers.

    Maybe considered a low serial number as opposed to a fancy serial number.
