What does that mean on my end? How would I ship using this program ( I have never used it before)?

Just add global shipping program to your shipping options. There's no reason not to. All you have to do is ship to a US address, and they take it from there. Once it arrives there, your liability is done, and you automatically get 5 stars. Any buyer issues become the problem of the GSP.
