This is a Reprint Correct?

To me this is an obvious reprint, probably from the '93-'94 Topps Stars issue. I wrote NESC and they said it was an original. and asked why I thought it was a reprint. I wrote them back to compare with the BVG graded ones. It is obviously a reprint, correct?

It looks like reprint. The border is orange instead of yellow to start with.

That's what I told them, the borders are too large, the picture too small and the color is wrong.
And there is another one on eBay that looks exactly like it, that has reprint in the title.
