Super-low NGC serial number?

So I'm going through some coins and one of them is in an NGC holder with serial number 022033-016. I didn't realize there was ever a 5-digit leading part of the serial number. The holder is pre-prong, but not super old. The coin is genuine and accurately graded. The bar code matches. Cert look-up doesn't, though. Anyone else seen this low of a serial number on an NGC holder? I know the early black holders tend to be numbered 121xxx-xxx.

    This Green label NGC holder is older than yours, yet you have a lower number than mine. Its possible your serial number was available as a result of a crossover or something like that. Just an idea.

    The submission number dictates the first part of the coins slab number, no? I'd bet it was a coin in a submission where the submitter had a very early paper submission form laying around.

    If you do what you always did, you get what you always got.

    It could have been a reholder as well. Reholders keep the same serial numbers as the original submission.
