So if I had a NGC 1960 25c MS65 Type B reverse, I could do this cross at same grade? And if it did come back same grade I would pay variety to get the Type B back on? What if it did not cross? would I still pay the variety attribution?
You can do the cross at the same grade, a lower grade or any grade. You decide.
Attribution is an additional expense.
If it doesn't cross you only pay the handling fee and S/I.

I am still sort of new to this concept. Can someone explain why a crossover is better than just cracking it out and submitting it raw?
I have a few Cherrypickers varieties from Anacs and the other company that I want in pcgs holders in the most cost efficient method...
A crossover that fails remains in the same holder.
A cracked coin might end up in a bodybag for any of a number of reasons.
If you feel very confident that PCGS will not find a problem with the coin then by all means, crack it. You will not get the conservative grade that comes with a crossover (PCGS has to be wary of hidden surprises), and you will not pay the premium that comes with successful crossing.
