What kind of Error is this? Washington has a rash.

I was looking through a roll of effigy quarters direct from the mint, and a few of the Washingtons look like they have a nasty rash on their neck. Any ideas what this is?

Grease got on the obverse die and caused a strike through. They are relatively common on the quarters.

Sometimes this thin film will splatter across most of the die, making for a really interesting effect. This film/grease also tends to stay on the dies for quit some time, so your others are from the same die pair.
Thanks for the info! Does anybody know how something like that generally affects grading?

Has that quarter been buffed and polished? Does pcgs require you submit under the error code or is a regular submission ok?
It probably would not grade under regular grading service. You would have to send it in under the error service and it is not worth it to do that.
Probably not significant enough to get error recognition.
I'm sure you're right. Out of curiosity, I submitted a couple that had the neck thing as their only flaw. I just wonder how much the grade drops for it...or even if they straight grade.
The quarter hasn't been buffed or polished. It's straight out of a mint roll. I got a whole roll that were prooflike. Surprisingly I've had a few rolls of ATB quarters that have that look. I've since learned that NGC will grade them as "PL".
going by other various "errors/problems" from grease, laminations, planchet flaws etc, i'd say 1 grade is probably a nice average but 2 point hits happen and i think if it is big/bad enough to go beyond that, it usually insn't graded and i'm sure a lot of the 2 point net grades get bagged as well.
not sure i've ever seen a grease strike through bagged though, as anything big enough to kill a grade would probably be desirable and either sold raw, which a lot of error guys like, especially in light of the enormous error fee at the main TPGs or if on a larger coin probably sent in for error designation.
i think the "average" quarter grease strike-through would go through no problem. i've seen tons of them and they tend to be quite thin but wide and sometimes have multiple spots on obv or rev and sometimes both sides. these coins may see a 2 point deduction more than some other types of coins just because moderns are usually higher grades anyway and "flaws/errors" stand out a bit more.
