It's an Obverse 2, the most common of the '84's. The photo is very grainy and looks spotty. Full retail in Trends is less than $100 Cdn ( about $75 US), so the cost to certify (if they will) would be a huge % of what it would ever be worth.
Too many spots. Not worth sending in.

I don't think that it was polished, but it may have spent over 100 years under varnish, hence the weird spots. I've seen coins like this where just a wet sneeze that got some on the coin caused spots like that. The photos aren't good enough to really tell anything about the surface.

I have no idea what the history is for the coin. How long it was in the family or whether it was cleaned etc. It was in a Tupperware container with some 1800's US One Cent coins as well as various silver and non silver coinage. I'll see if I can get some images that show the surface better though looking at it from a certain angle shows the surface to be a bit "pebbly".
