Knowing the weight would help, but I agree, that looks like an off center strike on a split clad layer.

This error combo might be even more common than centered split-off clad layers. And to clarify, the obverse clad layer separated during/after being struck.
It's a struck out clad layer with a uniface reverse. The "brockage" is not a brockage but simply a "silhouette" from the obverse side's design. I would call it 3 errors being off-center, a split planchet, and uniface reverse.
