Can you Decipher a Fowl Fancier's Secret Coded Message?

Waldo C. Moore was quite active in this hobby in the early 20th century. He wrote over 130 articles in The Numismatist and was also one of the ANA's elected Presidents. I had read about this token while researching one of Waldo's earlier struck designs however had never seen one of these. He struck a few different tokens which are all quite scarce today since they had been issued in low quantity just to disperse among his friends. This very busy 9 pictorial obverse has a saying which Waldo never revealed. Starting at the upper left you see an Awl as in "All" then a woman sewing...
So is anyone willing to try to decipher the message?

"2-Log-Eagle" = too Logical??

Added: But that "log" seems a bit overdone to be just a log....
Maybe it reads backwards or maybe all the designs
are not in any order, and there's a nine word sentence
there, but totally out of sequence.
For example, if we read the three designs
from the bottom left up, it could read:
'To note all' ???
What's that in the lower right circle ? An eagle?

I kind of like that idea, since the "animal with children" would be separated. (I'm taking those to be "litter"=little?). Having them side-by-side yields "litters", which is a lot of pictorial for one word.
(Assuming I'm even close on the meaning).
On the other hand, I like reading "Awl-sew = Also" across the top. But "Also Hat" seems to be a bit of a dead-end.
In the end, I think it's going to end up being, "That's what he meant, even if it doesn't make sense to us" saying.....
