Did eBay change their policy when it comes to discounting for using a service other than Paypal?

I know (or, at least I think I do) Paypal and eBay are no longer associated, yet I wasn't aware sellers on eBay could discount the total price if a buyer uses another means of payment other than Paypal.
Here is an example of what I mean:

In your State of California, it is illegal to charge a fee for processing any form of tender as a payment.
But wait, you say. I go to the Arco AM/PM and they charge me 40c for using my debit card to buy gas and hot dogs.
Arco is owned by British Petroleum (BP) and they don't like to conform to the law, especially when it costs them money.
BP got an injunction preventing the Attorney General from enforcing that law as long as the consumer is informed in advance of the fee. So the prompt saying “There is a $0.40 fee for using debit. Do you accept this fee?” conforms with the law. They are still fighting about it in the courts.
