  The designs have already been chosen and discussed in a thread that cannot be found using the current search function. The 08 obverse design was indeed chosen.

  Note that the four candidates in the OP could be combined (Rev. and Obv.) to result in something that does not meet the definition of a US coin. CCAC's recommendation has all of the required items to classify it as a coin. For this reason alone, CCAC's recommendation will not be considered for a medal. Half of CCAC's recommedation could be adopted if combined with the correct other "half" that would result in a medal that does not meet all of the requirements for a US coin.
