How do you end up with raised metal after the coin leaves the mint. Just trying to understand. If it is post mint damage then how can you have a raised surface without fractured minting dies?
Post mint damage. Cut so that the furrow raised up metal next to the cut. Think how a plow turns up dirt.

From your images of the coin someone had been carving it up
with lines & X's.
Look on the right of that raised V for a trough like line that raised
metal a long time ago.
