Unusual offset?

I got a $20 bill that seems to have created an offset onto the card that contained it. Below are scans of the offset on the card and the $20 note. The other side of the note also created a green offset.
How was this created? Was it over-inking or not dry? The ink isn't water soluble, is it?

You asked 4 questions and here are my thoughts.
How was this created? - I do not know.
Was it over-inking - Might be possible, but does not look that way to me.
or not dry? - It was dry. If it wasn't, the ink would be smeared on the note as well and it is not.
The ink isn't water soluble, is it? - No, not water soluble.
It is interesting that you can see multiple impressions in one spot and something else in another spot to the right.
What is curious is what caused the ink to transfer yet not smudge the original note.
