  IGS isn't a reliable company. Seller in December listed as reprint in title and description. Sounds like from his description that he tried to cross it and it didn't pass inspection.

  They're typically used to hide a sellers shilling accounts for auctions. I don't know why it would be used for a BIN. It's usually a good sign to avoid the seller.
