If you purchase a coin on ebay and send it in of grading and it comes back as counterfeit can you get your money back from Paypal with their 90 day guarantee?
I would contact the seller, if they are a creditable seller they should take care of the coin if it is identifiable via ebay photos. I would think, regardless, either ebay or paypal would assist in this matter. jmo Jim

Already expecting the worst? I would not buy a coin that I would even consider being counterfeit. It would probably be in your best interest to coordinate the TPG submittal with the seller to accept or decline those terms...otherwise, I would send it back now.

Yes is the answer. You do NOT return the coin. Provide Ebay with a pictured of the coin in the "bodybag" that came back from PCGS. You will get your refund and the seller will not get the fake to resell again. The fake should then be destroyed. Go through Ebay and they will handle it. Postal laws do not allow for sending counterfeits through the US mail system.

no matter what any TPG says, I would put the coin in front of an expert of that particular series... for an expert opinion. it is unfair and irresponsible to trust any TPG for final say
regardless of how many posts I have, I don't consider myself an "expert" at anything

What if it is an honest seller, don't they get a chance to take it back to the dealer they got it from too ?

Problem with this approach is if a TPG gets the authenticity wrong (rare, but has/does happen), or if it is a counterfeit gold coin that still have a bullion value.

Not unless you talk to seller first before buying it. Just my thought.
Just going by the image provided, I would give that one another try. I have not seen many fake Trade $ with that overall look. You might want to try ANACS, they see a lot of problem Trade dollars. Please do not cut the coin in half before you investigate further. The "Authenticity Unverifiable" is confusing to me -- is this what PCGS says when they send a coin back as fake now?
