I never used to get them either, until someone mentioned that you have to change your eBay preferences to allow ebay to send you special offers. I did this and I got the 10% offer myself about an hour ago:
- Go into your account settings via My ebay, - Click on "Communication Preferences" on the left menu. - At the bottom of those preferences is the "Promotions and Surveys" section. - Within that click the box to allow "General email promotions".

WRONGO!!!!!
I get virtually all of these, including this one. My quarterly Ebay Bucks rewards have averaged a little over $160 a quarter for the last couple years, most of them earned via these bonus deals. I also have a store and sell around $40k a year. So I'm an active Ebay guy - they've got me more ways than one, and I still get these!

Be sure to check your email inbox for whatever account you have linked to eBay. I didn't have a "message" from them or a banner ad on the site (both are typical for me when I get these offers) BUT I did have the associated email with a link to activate the offer. It came just about an hour ago, also unusual as these normally show up very early in the AM for me. Hope this helps out

Last year, through a buying account, I got these all the time. All of a sudden, this year, nothing. Now my selling account is getting them all the time.
I'm so tired of seeing the same people getting these while others, like myself, never get a sniff at one. Yes...my settings are in place...No....I have no idea why it doesn't work for me....Yes... I do both buy and sell somewhat regularly....No...I don't think that's a criteria one way or another toward qualifying for them....Yes....I'm done with my rant....

I thought that about such deals however I've frequently seen others on the forum who buy and sell a fair bit on Feebay who do get the offers.
