Does PSA reuse flips?

I got a card on ebay that is in a psa holder. Something didnt seem right to me from the second I saw it. I understand that one of the ways to tell if a holder has been altered it to hold a light up to the back of the label. When i did this i could see that another psa label was behind the psa label for the card i bought. This has to be a sign that the holder reused, correct?
