Phamton MM and proof cents special obverse

The November 18 Numismatic News has a piece on Phantom Mintmarks by Ken Potter starting on page 1 and continued on page 31.
Phantom D's appear on some cents on 1994-1999. The Philly master die was made from a Denver die with the D ground off. Any trace of the mintmark quickly wore off the dies.
Much to my surprise the mint volunteered that the 1998 (at least) proof cent had a slightly enhanced obverse.
Does anybody know exactly what this was? And for what years?
At that time the wide AM proof reverse was also different from most circulation strikes.
A phantom W was also reported on the 1998 one ounce gold American Eagle bullion coin.
