It says IOVI CONSERVATORI AVGG which translates to something like Jupiter Protector of the Emperors
I'm having a difficult time telling what letters are under Jupiter, but with that we can tell where it was minted, SM something? SM just means sacred money

Why do you say that? Pix aren't great but looks perfectly good to me, just harshly cleaned (hence the pits) and probably recolored.
The reverse exergue looks like SMK which would be Cyzicus. The end of the obverse inscription looks like AUG which would make it Constantine I. I don't have access to my library at the moment, but would guess its ca 315-322 given the obverse type.
Always interested in St Louis MO & IL metro area and Evansville IN national bank notes and Vatican/papal states coins and medals!

Do you believe the obverse inscription to be IMP CONSTANINVS AVG?
Can't really tell what's on the right side of the inscription based on the photo and the erosion around the letters. Sorry.
