  That looks like a lot of hammerin' with a ball pein and an arch punch. I find it attractive as well for PMD.

  I like how the punch angle defers away from the detail on the left and bottom of the obverse.
  
  Then the puncher says screw it.
  
  Weird double punch between the 1 and the 8.
