He absolutely can legally refuse that change. A judge may even consider a suit to recover interest until it is paid in cash in denominations accepted by the recipient. I'm sure the ill will shown will carry weight by a potential judge for the recipient.

Well he is represented by counsel who apparently advised him to take it to the bank.
but the bank(s) branch(es) are not going to do this for free and the expense of portioning it out to amounts to be done for free and driving it around will incur costs. Likewise, costs will be incurred if a armored car service with a coin processing vault is hired to roll it.
Unfortunately, it appears he has already taken delivery in some way. That will be a detriment to the case.

I expect 42 boxes of quarters to take about 10 hours for 1 machine to count.
I don't expect banks to give that amount of free service to individuals, though they might for a business customer.
Also the bank will incur pick up charges by the armored car service if their vault can't handle that volume of coins. That's more money in free service they'd be giving if the branch is the typical one built today.
While it is possible, is it safe to expect here?
If he gets someplace to do it free, then he is
1 a commercial customer
2 or an individual with a lot of money in the bank
3 or getting a sympathy or a pr move by the facility making the free offer
There's no free counting machine.

But even free machines have costs to eat. 21k is a lot and I was "expecting" the guy saw a lawyer because he didn't have access to free counting.

It sounds like the payment was "dropped off" at the lawyer's office and he thought it best just to take it to a bank. I know there are banks that charge a fee for taking change or bills, but based on my experience with my bank over the years, they likely wouldn't charge me if I deposited it to one of my accounts.

I have never been asked that question. I would say that we would only do that for a customer. Not a non-customer. And, we would have to not charge them. Hope that doesn’t happen. Plus we would have to fill out a CTR.
I assume CTR is a cash transaction report for cash transactions over $10K.
