eBay "Best Offer" question for sellers

If you have an auction with the "Best Offer" option, and it's set up to automatically reject offers that are to low, does eBay still notify the seller that the offer was made & rejected?

i'm pretty sure there is an option to be notified of declined options but auto-declined i'm not so sure. i have all notifications turned off since there is so much stuff to monitor within an ebay store/account, i'm there enough to know what is going on from day-to-day.
also, i can log in on my phone tablet when i am mobile aka not at home.
another way is that sellers can view their listings and see whom has made offers, the amount, date etc.
i often times contact members that have made offers that were auto-declined if we are close together. probably only yields a sale 20% or less of the time but i like the gesture to let people know i've seen that they spent time looking at my items and also expressed interest.

My experience has been that I receive no notification that the low ball offers were rejected.
However, if I look at the "Offer History" for the item, each one is listed.

I was just wondering if the seller will see the offer and maybe come to his senses.
Just to give an idea of what I mean by "more than fair very strong", I came up with my offer after searching eBay and Heritage archives. My offer was more than the highest price realized
from either archive, but the seller has the BIN at 2.5 times more than what I offered.

I've had tons of success making offers.
I suppose if it were a cherry I would. But otherwise BO means the seller will take a lower price than the BIN.
I think a lot of buyers like BO's and they generate business.
