When did the 1898-O Morgan become common?

I have a copy of The Numismatist from August, 1958. In it there is a sell add by Harry Bason, L.I., NY where he us selling 1898-O Morgans for $27.50 in F-VF while other 'common' date Morgans are selling for $1.50 in the same grade. He's also selling an 1893-S for $35. in F-VF. When did the 1898-O become common?

October of 1962 when the Philly mint released its horde or New Orleans bags.
Circulated 98-O dollars are still pretty darn hard to find.
