What identifies an 1821 quarter as being a proof?
Breen speaks of stars 7 and 13 and their relationship to the denticles, the presence of rust pits on the reverse, etc. are these found on business strikes for the browning 3 as well?

i have to say this as a disclosure. even if every single atom aligns on 2 coins exactly the same, 1 from BS dies and 1 from PF dies, the PF struck coin will still be a BS coin unless the flan was prepared
as a pf/sp/ptn/ptn etc and from all of my study, that is where the delineation falls. was the flan(s) made/treated for special striking.
i think the specific part of the biggest debate is how much preparation etc has to go into the flan and/or die(s) and how many strikes before someone is a pf/sp/ptn/ptn etc?
