Harder to make a circulated commemorative set

I believe that it would be harder to make a circulated early commemorative type set than make a BU set. Agree or not?

Agree the coins were almost all made for the collector market not normal for them to circulate.
I tried doing a AU58 set and they were very hard to find.

I found a Stone Mtn in a roll once. I also know where I can get an AU Illinois. Lots more to find though.

Without a doubt a circ set is more difficult to put together. If your in no hurry and funds allow, its a fun thing to pursue in additional to an MS set.

I worked 10 years to complete my 50 piece lowball set. Working on the 144 set now plus downgrades. Only need the 1904 L&C to finish the gold set. One thing about the lowball sets is that you really can't go after one particular coin because you just don't know where they are. You could finish a nice MS set in less than a week or less. Lowball commems can be a lot of fun to chase.
