I agree, on both counts.
I just examined four different O.134 obverses and none has a die crack there.

There are actually 49 pairs. This, as Dave says above, is 104. As for always starting with the I to T alignment while it's true that I usually start with the reverse I actually look at the relationship of the olive stem to the C as well as the beginning and ending of the motto's banner before going to I to T. Overton was (how should I say this) "just a littttttle bit inconsistent" when recording that particular pickup point.
