    At a glance, the reverse engraver's scratch through the right ribbon into the final A of America identifies it as reverse EE, making the coin S182, S183, or S184. S184 is very common, and the low 9 in the date indicates you likely have one. However, I can't see some of the obverse diagnostics, and these three obverse dies are tough to tell apart, so let's see what the other copper enthusiasts say.

    Looks like a S-184 to me, with the T in LIB slightly past
    the forelock & a die chip in front of the neck.
