    I'll say F12 in the PCGS holder even though the reverse is weak.

    EAC grade probably 12+/8 net 8

    I concur with indeetlib.....though it may be a genny holder, as I have seen coins with better surfaces in genny holders.

    S-67 does often come with a weakly struck reverse and this coin probably is a Fine technically (F15? ..maybe not). But usually PCGS pays no attention at all to variations in strike quality for different die varieties, so this is an interesting and pretty generous grade.

    You're right, S-69 it is. They both usually come with pretty weak reverses.
