re-consideration vs re-grage service

    REGRADE: For a coin previously graded by PCGS you feel might be worthy of a higher grade, submit it in the holder. The coin will be removed from the PCGS holder and regraded.     RECONSIDERATION: Use the Reconsideration service if you would like to have your PCGS-graded coin regraded without being removed from its current holder. If your coin’s grade is determined to improve by one numeric point or more, it will be cracked out of its current holder, given the new grade, and placed in a new holder. Learn more.


    It seems with reconsideration if the coin does not upgrade you get it back the same as you sent it.

    And if the grade comes back higher, why was it mis-graded in the first place. How many of these under graded coins did they throw back onto the market in Plastic over the years.

    If it is not up to the the current grade on the plastic, don't they have the obligation to downgrade it?

    The assumption would be none until this year. I'm guessing the reason for marketing the "grade in holder" option is due to the SecurePlus option now being available. If a coin owner has a coin in an older holder (say an OGH), they may not have submitted the coin for upgrade in the past, since it would be taken out of the holder to be regraded. Now they might submit those coins under reconsideration, since, at the worst, it keeps the grade on the slab.
