PCGS Submission questions...

1.There is no box for the "reconsideration Service" on the Jan 2013 form, how to submit?
2. What is Guaranteed Premium? I do not understand this description:
GUARANTEE PREMIUM: The Guarantee Premium is equal to 1% of the value of the coin in its final grade. The value of the coin is determined as the higher of the Declared Value or the PCGS Price Guide value for that grade. The minimum amount for the Guarantee Premium is $5. PCGS reserves the right to make the final determination of the coin’s value.

You can just write it in. Or use the online form.
I am not sure what confuses you about the guaranteed premium description. If your coin upgrades you will be charged an additional fee equal to 1% of the price guide value (or your declared value, if it beats the price guide). What is confusing to many of us is "why?". But that's the way it is.
You can avoid the premium fee by choosing a regrade over reconsideration. The coin will be cracked and reassessed. It will not go down in grade or you will be compensated. If it goes up there is no additional fee.
