Which would you choose for a 7070 Album?

I'm putting together a type coin set in a Dansco 7070 Album. The coins will be in at least Fine condition. Which of the following 1917 Ty1 25c do you think I should include? Do they grade Fine or better? I have an old ANA Grading Guide and the VG and F coins look practically the same to me. Seller's images. Color is off a little. If it makes any difference, #1 costs $31.93 and #2 $26.00

    # 2 as although lower in grade it has better surfaces.

    Neither. Hold out for a coin with a full date. but if you must have one of those, no.2 is better.

    I go with the consensus and vote for the second coin. An album full of nice eye appealing pieces like that one will be quite attractive.

    #1 grabs my eye quicker.
    Because I am building a 7070 for the "everyman", eye appeal is better for me. It is just a set to show kids and other non-coin folks to see what differnt coins designs the U.S. has used. That's why many of mine are cleaned, ex-jewelry, tooled, etc.
    If I were building this set for my tastes, it would look vastly different and cost a whole lot more.
