2013 Enhanced Silver Eagle Error?

I found this in a set that I got in my fist shipment from the mint. The edge looks odd - what do you think?

I thought it might have been some sort of rotation in collar between strikes but I cannot see any other evidence on the obverse or reverse. Other sets that I have purchased and seen don't display this effect.

    That appears to be collar damage caused by the upper die getting slightly misaligned and coming in contact with the reeding on the collar. Not generally considered to be a collectible mint error.
