I wonder can a slab holder be able to temper with?

Hello,
I recently sold a NGC graded coin on Ebay and the buyer want to return the coin because he think the NGC holder has glued spots and has been tampered with. I disagree with the buyer Since I don't believe anyone will wast their time to tamper a holder on a low price coin. But I have a no question ask return policy and will refund all his money upon return of the coin anyway. My question here is there anyway you can tamper a NGC/PCGS holder? or anyone here have ever seen a temper holder?

I will never say anything to my customer other than " Please return for a full refund". Nothing else. Because it bought to my attention that maybe the customer is right the holder may have been tempered with. My question is there anyway the holder can be tempered with and ask anyone here ever seen one. I am here to learn and gain knowledge. nothing else.

If the coin is the same than I will send it to reholder or regrade. Again, That is not an expensive coin so I won't wast a lot of time for it and won't lose any sleep if it's a total lost. And I don't sell expensive coin on Ebay either. I sell those on big auction house.
If you are unsure post some pics of the holder and you'll get some opinions.
Also, if you can search with the cert number and find a pic if the coin was sold online before then you can at least see if it's the same coin that matches the cert number in the sales you find.

I have tried the search and no luck. And I haven't get the coin back yet. Once I have it back I will take it to a coin show some expert look at it.

I will wait until the outcome and see if he should be blocked. This going to waste my time and energy.

That will be the best outcome. It happen to me once a many years ago which a buyer using SNAD for blackmailing and tried to keep the coin and a full refund. And that is the why I don't sell expensive on Ebay any more. And sell expensive coin to dealer or Auction house.

I have handled hundreds of slabs if not thousands, I haven't seen a tampered slab without been noticeable yet. I always check the coins to the slab assigns grade before I buy. I wonder have anyone seen a tampered Slab with least noticeable. If so can someone post a pic so we can learn from it.
What your customer thinks is glue is most likely (ignorance on his part) normal, the sonic seal process, especially if this is a small ticket coin.
I would take his return and refund the money, then block him. Once you get the coin back, and if you believe there is really a problem with the slab, call NGC Customer Service.

I have only heard of 3 or 4 cases of someone claiming a slab was tampered with, and each time it was a normal slab and a new, inexperienced collector.
