    I had the same interpretation - can't part with it. And it looks Proof, or at least proof-like, to me also.

    Prooflike 1867 dimes are not uncommon, the mintage is exceedingly low.

    Look for the clash marks, left of liberty.

    I have a MS65 CAC coin that really looks proof but compared to the actual proof example you can see the difference.
