Does PCGS do Restoration without Grading the Coin.

Found this listing on eBay where the seller states he had it restored but not graded.......1893-O Morgan.
I did not know that was a option and was wandering if it's just another Key word spammer at his stuff?

I wonder if it was a gennie after restoration and he cracked it out.

"Restored coins will automatically be graded by PCGS and will be charged the appropriate grading fee associated with the service level for that coin."
Can Don or someone else enlighten us about this?

That would be my guess based on what I can see. Definitely cleaned as the surfaces are totally unoriginal.

No mention of PCGS anymore it seems. So now at least it's just back to over hype as to a possible but very improbable grade.
If the coin is approved to go through the PCGS Restoration Service, it will also travel through the grading process as well.
