Platinum plated state quarters HSN special?

Stopped at the bank today........ was the original title. So now when someone does a search, they'll find something on this topic.
.........and noticed a silver quarter in a coin tray at a window. I asked the lady who was assisting me if I could get some quarters. I also asked if she could take them from the other end of the line of quarters and she immediately told me, oh, I'm saving those for me. I replied, one looks like a silver quarter and she said, yes it is. So I'm now thinking perhaps I could buy it from her so I asked what the date was. She gets it out and a dismayed look falls on her and she said, oh look, it's one of those state quarters, it's not silver. I responded with, well, can I have it now? She said, of course.
I get it home and with a loupe, there 's not a trace of copper layer anywhere along it's edge or 3rd side. I'm thinking it was made with a foreign planchet. But it has good weight to it and does not look like the cheap light metal some foreign coins are made from. And the coin has no resemblance to have been a proof coin. The diameter is exactly the same as the regular quarters but I don't have a scale to weigh it. I searched and the US Mint only issued silver proofs for quarters
