Correct.
The proof collar for the Presidential Dollars are comprised of three individual sections. Those lines represent where one section stops and another begins.
For 2007, someone installed those proof collars in the wrong sequence on the press and created a realy cool error that I know I'd really like to have!
To compensate for, uh hum, human error, the mint began putting unique tabs on the sections so they could only be installed one way. The correct way!
Dang!

This is the correct answer. Should be the same process for Sac proofs.
