I'm looking for recommendations for photo editing software. Are there any decent free packages out there?

there is also paint.net
I sometimes use Irfanview, but it seems the images darken when you resize them to smaller. Good for combining 2 pics into one.

paint that comes with windows7 is grand these days
snip comes with windows7
windows7 photo gallery is great for image editing
photoscape & paint.net serve their purposes quite well

For most photo editing I use Paint Shop Pro or, to a lesser degree, Photoscape.
They are easy to use, unlike Photoshop and GIMP.
However Photoshop and GIMP have a ton of features not available elsewhere.

I agree with you too on a notch or two above entry level. It is made as entry level for Adobe though and in my early days of photography I used it as a cheap alternative and was impressed with some sophisticated features. I use Lightroom now as a landscape photographer and it suits me well.
