it is a B coin for the grade with the old soap and water bath look. Still very marketable as a dark cir CC

With that strong of a reverse it should be a VF-20 (or maybe slightly better)

If you step back and look at this image from a greater distance, could we say that this example also has the "CirCam" attribute, because of the contrast between the dark fields and the highlighted devices? Just curious.

    Very strong fine. F12 Obv/ VF20 Rev.
Unfortunately the shield on the obverse got the brunt of the circulation of this coin.

While I agree the the Rev is strong enough to support a VF20 grade there is a reason the Rev is counted as a minority share of the Grade. Also, while it has a little Cir Cameo in her that is not the classic look of a Cir Cameo.

So, is it safe to say that she is a "strong" F-15 with mostly problem-free surfaces and better than average eye appeal?

In my opinion it is a completely problem free (if not completely original and crusty) fine 15 that earns that grade with its look and meat. The obv is closer to fine than VF but the strong rev and pleasing look break the tie. Now this is just off of a picture and there could be hidden hairlines under the tone that would change the grade

The actual grade is: PCGS F-12

I personally think it's undergraded a little bit. IMHO it is a fine example for the grade.

F12 is a conservative grade here. While not a solid 20, it does look better than your average 12.
