  i'm not touching the are there diagnostics to attribute proofs. one of the touchiest subjects in numismatics, especially 19th century coins.

  I don't know that they are necessarily identifying it as a business strike are they? They are just indicating that the details are AU...which would theoretically also be assigned to a proof coin. JMHO...and I may be wrong.

  PCGS will designate problem proof coins as "Proof" - AU Details while NGC uses "Proof details" for problem proof strikes. I have no idea why NGC doesn't show the "state of preservation" grade for proof strikes with problems. IMO Proof details means absolutely nothing other than the coin is a proof strike that has been cleaned or has other problems, but they do. It is similar to problem coins graded by PCGS as just Genuine. It leaves the current owner of the coin to determine the details grade.
  
  The fact that NGC graded this coin as AU details is saying the coin is a business strike

  let me rephrase. there may be some instances where diagnostics help to determine a proof vs business strike but they are only 1 part of the equation that requires 3 parts.
