In my opinion, the chopmarks are fine. However, the coin does look like it was dipped and stripped at some point, so I do not think PCGS will place a numerical grade on it.

There can be multiple problems with the coin and TPGs will only ever list one. The coin can have damage, holes, cleaning and be bent, but the TPG will only put one on the holder. FWIW.
I don't see any damage other than the chop marks. Yes. it's been dipped bright but so have countless other coins that are in PCGS slabs with numerical grades. Submit it and see what they think.

Both NGC and PCGS problem coin holders have a problem: They typically only display the most significant problem with the coin. There are often other problems, in addition to the one specified on the label, and this coin is clearly cleaned. With all due respect, if you cannot see this, then I think you should stick to buying CAC stickered problem free NGC and PCGS examples.
Put another way, you could attempt to cross this over in the NGC slab and select "no details"; however, it would be a total waste of time and money in my opinion.
I don't think you would ever see more than VF money which is around $180, and frankly, I wouldn't buy it unless you were selling it below melt. This will be a hard sell.
