With all the talk about shill bidding I don't pay attention to other bidders. I do one of two
things and the first is to decide just how much I want to spend on the coin and bid it when
I first see it, if ya get it or ya don't move along. The second thing is like the same, most I want
to spend and them snipe that baby.

This says not a shill IMO you just have someone fishing for a good deal.
As mentioned retractions are high did not think they allowed that many.
My thought is as soon as they see something they might want ,they bid as much as they "might want to pay"
This acts as a placeholder. They can then research the item, think about it, wait for other auctions they are bidding on to end, etc.
If they decide they still want it at that price they let the bid ride. If not they cancel it.
It is getting worse.
It doesn't really affect me but I can see how it could some people.
If someone had $100 to spend and they were outbid on an item they might bid on another.
If someone retracted they could win both items and have to come up with more money than they had available.
I am once again high bidder on a couple items that I had been outbid on due to bid retractions.

OR, the person sees a lot he/she wants, then enters a huge bid to find out what the other person's high bid is, then retracts the bid.
Now he/she knows if that bidder will bid higher than he/she wants to bid.

<< <i>Yes and a definite violation of the eBay TOS if it can be proved and can get one banned. >>
I suspect a banned ebayer would create a new email, re-register, and be back to his or her old tricks.

Put in your snipe bid and forget about it.

This.
No evidence of shilling (0% with this seller)
If you report it to ebay as suspected shill bidding and mention the number of retractions ebay will probably deal with the bidder based on his retractions.
Governments can print currency. Only the people can print faith in it — and they’re running low on ink.

maybe use one account or more to find out other's bids and then other account(s) to actually bid/buy and/or push bids up
i'd say very likely that type of account could be a shill account but not enough information to determine for sure
