I was told by the Boston OIG (I've had a few problems like this in the past, so I have the numbers/names of 'higher ups' who actually help, and the office people HATE when the actual workers mess up) ......the USPS says 2-3 days normally, but they DO guarantee that it will get wherever it's going, in 5 days, max.
Goldbully is right....95% of the time, it (Priority) shows in 2 days, but that 5%, aarrgghh!

Thanks everyone for the humor and thoughts, just got off the phone with newport beach and they have a lady who handles all pcgs packages and she told me that she will look into it and get back with me today. Yes I live in Normal So the lady at my local office says well at least you have insurance but what good will that do me as the one coin was bought off ebay for 25 bucks and the other came out of the proof set I bought at the springfield show for 165. No receipts for either? Heading to my local office with the insurance slip and see if they can help tracking that way.....ok talked to them and the insurance only shows to champaign and she told me it doesn't get a scan like the delivery confirm slip does. Also correct cannot file a claim for 30 days............oh well...........Patience..........Enjoy

I have had some pretty detailed tracking for items sent with insurance, so it depends somewhat on the people handling the packages at the various stops. Most of the people behind the counter seem to be misinformed. I usually don't buy DC [unless it is free] when I ship a package that is insured.

Perhaps it was free. Using Express does not necessarily guarantee against loss. If one wants security then one should use REGISTERED. Otherwise you end up with a situation like the OP with a potential loss and no proof of value and A LOT OF NEEDLESS ANXIETY.

Newport office just called and no sign of the package and they have no idea, I asked if a truck did a delivery on friday morning to newport or if maybe the package was sent somewhere else, they do not know. The lady said they would watch the next week daily and if it comes up they will call. Nothing more I can do and like ricko said there is just no worse feeling than a package to our host getting lost. We ALL know that each postal employee says different things, because it seems none of them really know what 's going on 100%. However, when you speak with the OIG, they know whats what. If the OIG says they guarantee a Priority mail box will be delivered within a max of 5 days, I believe the OIG.

I've seen plenty of DC tracking inquiries that show point to point details. With Express, it is the only service that is expected [but not guaranteed] to show point to point details. Since there is a time guarantee associated with it, it certainly makes things easier.

As long as I can see that it left and arrived, that's really all that matters. I guess knowing that it is/was in a certain spot on a certain day can help one plan for when it might be delivered and they may not be there to accept delivery. I rarely use DC and insurance on the same shipment because I know if there is an issue, I can check at my PO thru the insurance number. You are right tho for that as many times as this has been discussed here lots of folks still don't get it.

I don't work for the P.O. I only know what I was told when an $800 coin was signed for by one of their employees (she signed her own name, needless to say, she's no longer around). I had to go to the Boston area OIG, they actually set up a 'sting' by sending an electronic device to my home (the coin wasn't the first time I lost a package once it got to Boston). I was specifically told, after asking why a PM package could take 4 days, when advertised 2-3 days. That is when I was told that the P.O., whether an internal thing or not, guaranteed no more than a 5 day delivery period for a PM box. Other than that, I have no further info. But again, if they 'guaranteed delivery', they wouldn't need to sell insurance. The sting operation was quite interesting.
In direct answer to your question, you are entitled to get your cost of shipping back after 5 days.
Perhaps I worded it improperly the first time, and should have said they ALLOW, internally, a 5 day max delivery time, even though they lead us to believe 2-3 days. Whether it gets lost, thats an internal problem. I in NO way was implying the USPS 'guarantees' ANY delivery. I was merely conveying that I was told the '2-3' day thing is basically an extra way to 'persuade' the shipper to choose that method of shipping, besides the 'if it fits, it ships'.
There has never been any guaranteed time frame for Priority Mail delivery. They have always said "typically 2 to 3 days" or something like that. As far as getting your shipping charge back if a package isn't delivered in five days, well... until someone can show where the claim process for this is documented in the DMM, I will continue to doubt statements that this actually happens- sorry.

What's printed on the submission form is a recommendation and it's been like that forever. Even Pcgs doesn't use Registered Mail for most returned submissions. I, myself have used regular mail w/o insurance or sig. conf. on inexpensive stuff ( valued at $200 or less) w/o PCGS ever getting involved. Your case is unique and I find it hard to believe. PCGS is not liable or responsible for any coin until it's in their possession, so why should they even get involved in how it's mailed to them? Of course, if a parcel arrives damages, they may recommend that the sender take a training course on how to properly mail coins through the mail. >>

Keep on doubting it MPH- you are 100% correct. We ship almost exclusively Priority Mail (and Registered on higher value items). Priority Mail does not have, nor has it ever had, guaranteed delivery or any return of fee option. The 2-3 day timeframe is a good faith estimate only. This 5 days or your money back stuff is hocum; we've had more instances than I can count when Priority took longer than 5 days and can assure you that if we had been entitled to any refund, we'd have gotten it.
Q: How should I ship my coins to PCGS? A: We ask that you send your coins in 2 1/2 x 2 1/2 Mylar flips. Please DO NOT send your coins in stapled holders, 2x2 flips, vinyl flips (that may contain PVC) or tubes, as doing so will cause a delay in processing. But with that satd, this is what I get for listening to humans who work for the P.O. I only repeated what I was told. There have been many threads in which a statement by a P.O. employee has been argued, and for good reasons, such as this one.
I WILL say this....you can get a million different answers to 100 different questions by Postal employees, but when you deal with them directly (the OIG), they DO help.....regardless of what they know, or not, about daily shipping procedures, they can be the most knowledgable and helpful people in the Postal chain when you have a problem. They've been a big help to me when I've needed it. I guess, also, is the fact I just start calling when things go wrong....I can't be bothered wasting time looking things up on the 'net (and no, I have never read the DMM, just going by PERSONAL experience, so perhaps I should read it and see how many things have been contradicted over the years).

Confirming what the actual rules are and preparing for possible issues that might arise is a good way to avoid the stress that a lot of the posters here end up dealing with. And if doing so saves you from a loss, it's not really a waste of time, is it?
I always try to hang onto my coins and cards until I can hand them to PCGS or PSA at a show. If I have to mail anything, I use Certified mail and use a huge box, something too large for a thief to sneak out of the Post Office.

Odds are very good that the box will reappear. I am hopeful of a positive result in this instance. USPS is so erratic in some respects. Losses though are rare.

Although I've had packages go missing, I already knew what post office policy was from reading the rules in the DMM. I was originally driven to do that sort of investigation due to one particular postal worker who had his own personal definitions and rules which were at odds with actual postal regulations. I got tired of fighting with him in order to get my packages shipped, so I started using the post office's manual to identify what they were supposed to do. The postmaster was helpful in getting things sorted out so that I could ship my packages without continuing hassles. By that point, I realized from reading the DMM that there are a lot of people who believe a lot of things that are not actually so when it comes to shipping packages using the USPS.
Since minimum registered fee is approaching $25 that seems like a rather low threshhold to use registered unless the item is really special. I usually start at $700 to $800 or so for registered.

Registered in a large box is the safest way...Never do I ship to pcgs any other way. Your taking a chance in my book. I am sorry to hear about this. Maybe it'll show up. I think positive thoughts for ya...CHD

Was $190 if I added rite Sounds like if they graded out they were worth around $4k. In this case I'd bite the bullet and go for security.
I am finding that mail in general right now is taking longer to process, which may be a result of the holiday week and the closure of processing centers in general throughout the USPS system. They may take longer than advertised at times but in my experience very rarely does a package actually get lost. I'm confident it will turn up for you.

No package yet starting to lose hope..........Ok so I only payed 190 for 2 coins now if I would have insured them for the 4 grand what would usps pay me? From what I have read they will NOT pay you for perceived value, and untill the coin gets graded the coin is only worth as much as I payed. So what is a person suppose to do? I understand that my value of those 2 coins were priceless meaning that no amount of money is going to make me feel better. I have spent the last week with that stupid question of WHAT IF and its not doing me any good. You sort of answered your own question. Had you gone registered we most likely would not be participating in this thread. If the items [coins or otherwise] have significant value beyond some monetary number, it behooves one to ship the most secure way possible. Smoetimes a little overkill can be a good thing. It's pretty commonplace to get complacent when one ships a lot of packages without incident. If your package does get lost [we all hope it arrives safely] you mite be out everything if you can't document your costs.

I shipped a $900 coin for less for $19.02 with insurance registered from MD to CA this week. Depending where you ship also effects the price. Most of my items are in the $700-$1200 range that I ship. A very few fall in the $300 range, but will still ship registered above $300. Extra cost- yes, but also peace of mind. I never had any of my registered mail lost or stolen. Estimate probably well over 200 packages have shipped Registered.

I have had some pretty detailed tracking for items sent with insurance, so it depends somewhat on the people handling the packages at the various stops. Most of the people behind the counter seem to be misinformed. I usually don't buy DC [unless it is free] when I ship a package that is insured.

Perhaps it was free. Using Express does not necessarily guarantee against loss. If one wants security then one should use REGISTERED. Otherwise you end up with a situation like the OP with a potential loss and no proof of value and A LOT OF NEEDLESS ANXIETY.

We ALL know that each postal employee says different things, because it seems none of them really know what 's going on 100%. However, when you speak with the OIG, they know whats what. If the OIG says they guarantee a Priority mail box will be delivered within a max of 5 days, I believe the OIG.

I've seen plenty of DC tracking inquiries that show point to point details. With Express, it is the only service that is expected [but not guaranteed] to show point to point details. Since there is a time guarantee associated with it, it certainly makes things easier.

Priority mail is not a guaranteed service. So I guess the answer is if it takes longer than 5 days, then it takes longer than 5 days and tough rocks.

Sure, plenty do. Not all of them, though and based on the many threads on this topic, lots of people do not understand that not all shipments will show tracking info. As long as I can see that it left and arrived, that's really all that matters. I guess knowing that it is/was in a certain spot on a certain day can help one plan for when it might be delivered and they may not be there to accept delivery. I rarely use DC and insurance on the same shipment because I know if there is an issue, I can check at my PO thru the insurance number. You are right tho for that as many times as this has been discussed here lots of folks still don't get it.

I don't work for the P.O. I only know what I was told when an $800 coin was signed for by one of their employees (she signed her own name, needless to say, she's no longer around). I had to go to the Boston area OIG, they actually set up a 'sting' by sending an electronic device to my home (the coin wasn't the first time I lost a package once it got to Boston). I was specifically told, after asking why a PM package could take 4 days, when advertised 2-3 days. That is when I was told that the P.O., whether an internal thing or not, guaranteed no more than a 5 day delivery period for a PM box. Other than that, I have no further info. But again, if they 'guaranteed delivery', they wouldn't need to sell insurance. The sting operation was quite interesting.
In direct answer to your question, you are entitled to get your cost of shipping back after 5 days.
Perhaps I worded it improperly the first time, and should have said they ALLOW, internally, a 5 day max delivery time, even though they lead us to believe 2-3 days. Whether it gets lost, thats an internal problem. I in NO way was implying the USPS 'guarantees' ANY delivery. I was merely conveying that I was told the '2-3' day thing is basically an extra way to 'persuade' the shipper to choose that method of shipping, besides the 'if it fits, it ships'.

What's printed on the submission form is a recommendation and it's been like that forever. Even Pcgs doesn't use Registered Mail for most returned submissions. I, myself have used regular mail w/o insurance or sig. conf. on inexpensive stuff ( valued at $200 or less) w/o PCGS ever getting involved. Your case is unique and I find it hard to believe. PCGS is not liable or responsible for any coin until it's in their possession, so why should they even get involved in how it's mailed to them? Of course, if a parcel arrives damages, they may recommend that the sender take a training course on how to properly mail coins through the mail. >>

Keep on doubting it MPH- you are 100% correct. We ship almost exclusively Priority Mail (and Registered on higher value items). Priority Mail does not have, nor has it ever had, guaranteed delivery or any return of fee option. The 2-3 day timeframe is a good faith estimate only. This 5 days or your money back stuff is hocum; we've had more instances than I can count when Priority took longer than 5 days and can assure you that if we had been entitled to any refund, we'd have gotten it.

Q: How should I ship my coins to PCGS?
A: We ask that you send your coins in 2 1/2 x 2 1/2 Mylar flips. But with that satd, this is what I get for listening to humans who work for the P.O. I only repeated what I was told. There have been many threads in which a statement by a P.O. employee has been argued, and for good reasons, such as this one.
I WILL say this....you can get a million different answers to 100 different questions by Postal employees, but when you deal with them directly (the OIG), they DO help.....regardless of what they know, or not, about daily shipping procedures, they can be the most knowledgable and helpful people in the Postal chain when you have a problem. They've been a big help to me when I've needed it. I guess, also, is the fact I just start calling when things go wrong....I can't be bothered wasting time looking things up on the 'net (and no, I have never read the DMM, just going by PERSONAL experience, so perhaps I should read it and see how many things have been contradicted over the years).

Although I've had packages go missing, I already knew what post office policy was from reading the rules in the DMM. I was originally driven to do that sort of investigation due to one particular postal worker who had his own personal definitions and rules which were at odds with actual postal regulations. I got tired of fighting with him in order to get my packages shipped, so I started using the post office's manual to identify what they were supposed to do. The postmaster was helpful in getting things sorted out so that I could ship my packages without continuing hassles. By that point, I realized from reading the DMM that there are a lot of people who believe a lot of things that are not actually so when it comes to shipping packages using the USPS.

Anyone note that the OP says he paid $185.00 for the coins. Heck I had a dealer send me a $1300.00 coin with Priority with signature service and self insured it a couple of weeks ago.

So, the key is to insure for the proper amount and send as you like. I do send Priority with
insurance up to $5,000 and registered above that amount. A personal preference for me.

VERY VERY RARE EVENT. You win the prize.
I have been shipping to them since they began in the mid 80's and NEVER has the USPS lost a REGISTERED PACKAGE of mine.
You have to ask yourself...... "What is the probability that my REGISTERED MAIL package gets lost or stolen?" and then the same for USPS Priority.
Enough said. If you choose any service over REGISTERED, you are risking loss.

No package yet starting to lose hope..........Ok so I only payed 190 for 2 coins now if I would have insured them for the 4 grand what would usps pay me? From what I have read they will NOT pay you for perceived value, and untill the coin gets graded the coin is only worth as much as I payed. So what is a person suppose to do? I understand that my value of those 2 coins were priceless meaning that no amount of money is going to make me feel better. I have spent the last week with that stupid question of WHAT IF and its not doing me any good. I sent the package the same way for the last 15 times without any issues, and trust me when I say IF I could change the way I sent this last one I would, but I can't........What bothers me is the answers I have gotten from newport beach, I want to know where that truck stopped before getting to newport beach, and after and why those office cannot be called and asked, instead its a wait and see if the package shows up, now if it was stolen waiting a week or two to see if it shows up makes no sense to me. You sort of answered your own question. Had you gone registered we most likely would not be participating in this thread. If the items [coins or otherwise] have significant value beyond some monetary number, it behooves one to ship the most secure way possible. Smoetimes a little overkill can be a good thing. It's pretty commonplace to get complacent when one ships a lot of packages without incident. If your package does get lost [we all hope it arrives safely] you mite be out everything if you can't document your costs.

I shipped a $900 coin for less for $19.02 with insurance registered from MD to CA this week. Depending where you ship also effects the price. Most of my items are in the $700-$1200 range that I ship. A very few fall in the $300 range, but will still ship registered above $300. Extra cost- yes, but also peace of mind. I never had any of my registered mail lost or stolen. Estimate probably well over 200 packages have shipped Registered.
