Odd Denominations for Monday. (why not?)

OK we have a set of denominations that is pretty well "standard" but every so often something "weird" comes along....like this 12 1/2 cent R. E. Russell one bit feuchtwanger style issue. Incredibly mysterious since no one has ever found any reference to anyone known as RE Russell. Plus, the odd situation of a few coins worth 12 1/2 cents mixed in with a great number of circulating feuchtwanger one cent pieces .... Imagine back in the day arguing with some merchant to take YOUR silver penny for 12 1/2 cents ( which would buy you a full dinner) instead on one cent like all the rest you've seen. Possibly this WAS intended as a pattern only piece but most seen are well circulated. This is an R5. imageimage
