Maybe. Small photo, rub/strike/luster....looks like the poor strikes on these but again, small photo.

Very hard to judge rub from these photos (or any photos).

Surfaces/luster - Looks fine. A few hits on the eagle's feathers and one on Liberty's brow. Some light luster breaks in the left obverse field. Cheek is clean. Fingerprint over date.
Color - Typical ugly splotchy yellowish stuff on both sides. Neither terribly distracting nor of any added benefit.
Strike - Mushy, even for a 28-S. Good thing the TPGs almost TOTALLY ignore this on Peace Dollars.
Eye appeal - Again, hard to tell from the photos, but it looks nice enough.

Assuming no wear, I can easily see this in anything from 63 to 64, depending on in-hand eye appeal, hairlines, and the other stuff you can't see from a photo. If I have to guess, I'd say 64, no plus, probably no CAC.

Peace dollars, to me at least, are inherently tough to grade, even in hand, so I won't venture a guess on this one, as I think the haze
and strike make this one especially challenging.
That said though, this looks like a nice example of this under rated date.

I'm in the 63 to 64 boat as well. Leaning towards 63+ or 64.

Clean enough with good luster to make 64...but I don't know if it needs a bit better strike. I don't see anything that would suggest an AU coin.

If they don't call the lustre-inhibiting toning in the fields PVC damage, then 64. Small marks at 8:00 obv are close enough to the rim to not distract, small semi-scuff hidden under toning in front of the face seems minor and not deep, ticks on neck don't seem deep. At a tilted angle the lustre disturbances might be brighter and more grade-limiting, but I suck at grading from photos.

I'm not sure if I've ever seen a really hammered 28-S. I'll stick with 64. 15% 64+ Hope I'm not buried

This coin is currently PCGS MS62.

Prior this coin was in a PCGS AU58 holder.

LindeDad and I compared many current graded PCGS AU58 Peace Dollars that we felt had a chance for the AU58+.

But to our surprise it came back 62.

This doesn't surprise me too much. It's very hard to see things like hairlines and minor rub from the photos. I've seen plenty of Peace dollars graded MS64 with some high-point luster disturbance. I've even seen some in MS65 holders with limited areas of high-point luster or frost breaks. There's a bit of leeway for otherwise beautiful coins and trivial amounts of wear can be overlooked at times.
