Maybe. Small photo, rub/strike/luster....looks like the poor strikes on these but again, small photo.

Surfaces/luster - Looks fine. A few hits on the eagle's feathers and one on Liberty's brow. Some light luster breaks in the left obverse field. Cheek is clean. Fingerprint over date.
Color - Typical ugly splotchy yellowish stuff on both sides. Neither terribly distracting nor of any added benefit.
Strike - Mushy, even for a 28-S. Good thing the TPGs almost TOTALLY ignore this on Peace Dollars.
Eye appeal - Again, hard to tell from the photos, but it looks nice enough.
Assuming no wear, I can easily see this in anything from 63 to 64, depending on in-hand eye appeal, hairlines, and the other stuff you can't see from a photo. If I have to guess, I'd say 64, no plus, probably no CAC.
and strike make this one especially challenging.
That said though, this looks like a nice example of this under rated date.

Clean enough with good luster to make 64...but I don't know if it needs a bit better strike. I don't see anything that would suggest an AU coin.
I'm not sure if I've ever seen a really hammered 28-S. I'll stick with 64. 15% 64+ Hope I'm not buried
Prior this coin was in a PCGS AU58 holder.
LindeDad and I compared many current graded PCGS AU58 Peace Dollars that we felt had a chance for the AU58+.
But to our surprise it came back 62.
