It looks cast to me. I cannot help with the dating without my book in front of me. I have come across lots of these lately that weigh out and are not magnetic, but have had them scanned with a gun and they come up 10% silver. I hope it is real though. Good luck. -Dan

I had a similar experience with a piece just like that one. It had nice toning, but turned out to be fake. -Dan

It's dated 1903 - Kuang Hsu reigned from 1875 to 1908 according to most references, so that would have been his 29th year.

I agree with ormandh that it is a cast fake.
