  It's real. I sold one on eBay a few years ago. Probably from a bulk submission that didn't meet the minimum grade.

  It looks right except for the price. Without seeing the reverse, i'd say it's a '64 or so, worth about $30. These are readily available in gem for $50 or less.

  Also, although this is the most common "Bugs Bunny" Franklin and the object of a huge promotion many years ago, there are quite a few dates which exhibit similar die clashing.

  I have "bought" a cpl of those and returned both. They were not GEM, in the MS65 sense of the word.
