    i suspect that your picture may enhance the blue too much, it appears to be haze which sometimes has a blue tint. the rest of the color looks like what i'd expect to see in a Capital holder or one of those staple-together mylar holders.

    The reverse is too dark. Coin was glued into a frame.

    Coin was glued into a frame

    then the glue caused the tone, at least the hazed blue color part of it, and that's a definite AT even though it probably wasn't the intention of whoever glued it.
